Description
A user is observing a topic (being informed by email of new posts).
Currently, an email is sent for each new post on the topic. If a topic gets hot, they will get lots of email.
A configuration option should allow for only notifying the observer once, until they visit the site again. This will serve the purpose of letting them know that new post(s) exist, but not fill their inbox or require the webserver to send large amounts of email.

I'd like to see this in 1.10.0 - but would love to see this for 1.9 if possible.
