User settings: CSH and field length

Description

The CSH for the "Reset configuration" button is besides the "Save configuration" button. Besides that, the language field could be as long as the normal text input fields. Same goes for the fields in the other tabs:

currently the length of select fields is calculated by the browser (depending on the contentn).

This whole dialog is wrong!

  1. We got no where else in typo3 a "save" BTN anymore
  2. Interaction is via DocHeader by default behavior
  3. No clear separation between GOOD / BAD buttons
  4. Admin stuff shouldn't be in the user settings
  5. Clear / Reset is wrong there

.. so ..

  1. Replace the BTN by icons
  2. Move all Icons (old BTN) to the Top
  3. Remove Admin Features and move them to a admin Modul
  4. Remove the strange Clear / Reset BTN (and if we really need them, move them to a admin module, too.)

I agree, I also always hit the wrong button. Unfortunately, I think we need the reset button somewhere - sometimes you mess sth. up (e.g. in the Extension Manager) and have no easy way to get back except resetting. I don't know, what the temporary data button does.
