Packaging and Deploying is currently not on the todo list (it's a long term goal though).

In my opinion, there's plenty of stuff to do, before we can think of packaging TYPO3 in an automated process (CodeSniffer, UAT).

That's why I set it 'on hold'. Let's reopen this feature, when we have a sufficient testing process.
