The external calendar type will not import an ics file from a https address.
Try for example a Google Calendar ical link.

I'm not sure if this is a cal issue.
Can someone please test the following URL:
https://www.google.com/calendar/ical/2mn9adksq9jqlg7fu5gbhlb5fo%40group.calendar.google.com/public/basic.ics
It should give you an event:
Title: Breakfast at Tiffany's
Start Date: 10 Feb
Start Time: 04:30
End Time: 09:00
The import works for me; maybe it's a PHP issue?
