Description
There's a more general problem: the ter_doc categories (which are used to select documents to display in the documentation section of the website) can only be assigned via the ter_doc BE module. But that module is admin only.
We should change that so that the documentation team can access the modules.

#10417 has been committed to the SVN repository of the extension. With this commit we can access the ter_doc module.
The plan is:- Deploy the updated extension to typo3.org.
- Then grant the doc team usergroup access.

I have just added access rights to the ter doc BE module for the group "R:Documentation". Categories can be accessed now. This solves the issue.
