Security config tokenClass doesnt throw exception if not found the class

Description
You have to configure a FQCN for tokeClass config. This is not consistent with providerClass that doesnt need to use a FQCN for FLOW3 classes.
Also if FLOW3 cant find the tokenClass it doesnt trigger any exception but the provider class isnt called
