Description
See e.g. t3lib_extFileFunctions::findRecycler() - the recycler feature is missing and needs to be re-implemted for FAL context.

This should be done per storage, with the option to redirect the recycler to a different storage (i.e. choose a folder in another storage).
The storage also has to take care of updating the file records after recycling them. This should be implemented in deleteFile().

It seems that this becomes too much for Beta 1, therefore postponing this to 4.7 final or 4.8 (depends if this is a new feature or just a bugfix).
