Description
A lot of users have requested categories for TER2 like Mailing, User administration, form, shopping and payment, library etc. It would make sense to integrate that at some point.

Kai and me planned to do this "categorization" with the tagging possibility built-in.
- Every logged-in user can tag extensions
- Every owner can manage the tags of his extension
- Admins can manage all tags of all extensions
- I hope we don't need it, but maybe a black list of tags should be implemented
Naming:
- Categories are the base categories like "Frontend Plugin" or "Backend Module"
- Tags are free categories like "Gallery", "Form" or "SEO"
