Make "Approve Comments" adjustable in Backend Form

Description
Using "tx_t3blog_pi1.blogList.approved" and "tx_t3blog_pi1.blogList.adminsCommentsEmail" I can set comment approval via Typoscript- if required for separate blogs even. Would it be possible to make that adjustable in a backend form, so that editors may change these settings themselves?
I see four areas where these two options could be placed (from an editors pint of view):
- individually for each blog post, in the tab "Interactivity" close to "Allow Comments" in a separate section "Approve comments"
- for the blog as a whole in the "Comments" module of each blog, i.e. atop the list of comments in the blog
- for the blog as a whole in the page settings form
- for the blog as a whole in a new separate module "Configuration", even though right now I don't have an idea what other options could be placed in this module
