Limit settings for userlist seems not to work

Description

I set up the community extension and created a page which contains the "Community: List Users" plugin. The latest version of pagebrowse is installed (1.3.2) and I even copied plugin.tx_community.settings.userlist {limit = 20 pagebrowser = 1 itemsPerPage = 10} to my typoscript (setup).

However I get a huge page with all users and no page browser. Is this intended?

But it works if you set it via flexform.
