Opt-In box and logging for legal newsletter subscription in Germany (and EU?)

Description
Based on the confusing german laws and judgements for legal newsletter subscriptions it would be a nice feature, if the subscription page gets a seperate checkbox with must be checked from the future newsletter receiver to express his agreement for receiving the newsletter.
Cause the sender of the newsletter stands in burdon of proof, that the receipient has filled out the form and clicks this checkbox, it would also be nice, if the date, time and ip of the subscriber are logged into database after clicking the Subscribe-Button.

In addition there should be a way to archive the opt-in emails, best way would be a BCC fields to store the blind copies wherever one whiches.
