Test Typo3 backend accessibility level for disabled editors

Description
There exists a CMS accessibility reference document published by the W3C which can be found here :
It would be interesting to test the current level of accessibility of Typo3 against this recommendation in order to know where we are and if things should improve. I have personnaly met situations where blind people would have used typo3 for editing if they could, but given the complexity of typo3 we haven't even tried.
This could also lead us to improvements in typo3 5.0 feature list for the backend interface.
Maybe having an accessible API for simplified frontend editing would be a better solution than attempting to make the full backend accessible with all of its complexity.

Accessibility is not Usability and this is not a Usability issue.
