Rearrange module bar

Description
Often when I want to do someting in Typo3 BE I get a little confused about where different options are located. I mostly have problems finding the "Template -> Constants" and the "Edit Page properties" option though I have used Typo3 for years!
I also think there are many options "scattered around" at different places. I know that many options and functions is a benefit of Typo3, but then they have to be well and initutive organised.
My suggestion for a more initutive module bar looks like this (se attached picture):
Page- Edit
- View
- List
- Properties
- Recycler
- Info
- Access
- Wizards
- Edit
- Setup
- TypoScript
- Analyser
- Files
- PowerMail
- Other exts
I know this is a big task, but I think it is necessary to do in the long run.
This is one way to make it easier by making a more flat menu structure. Then it will at least be easier to look through all menues in search for your option.

Hy,
Good Idea. I tried to change this about 2 Years ago.
But I was told this is not possible in an easy way to
change this. Have a look inside my old PDF where
I wrote something about it.

Are we trying to improve usability or are we just polishing the look? Who said it should be easy? ;-)
Here I think the problem is as usual: Typo3 is run by programmers, for programmers. :-(
Of course this can be changed if we want! Why not do it on the T3UXW09? Or at least make a plan for the change and do it bit by bit, like:
- First put non SysExts in their own Extras module
- Second put Info, Access, Wizards and Templates in the Functions module
- Third rename Web to Page and move Properties here
- Fourth split up the Template parts and put them in their own module
Mayby the first thing is to "update" the code for how to handle the vertical module? My guess is that it is very "hardcoded" and not very flexible. But sometime sooner or later this has to be changed...
BTW, where do I find this PDF document that is mentioned here and there? I can't find it!

get mad or me wrong if I partly disagree. :)
I think the order should be more direct context
driven instead of a technical context sorted order.
And I think it needs more self explaining names.
I would like to try to avoid a redundant name.
As I got it right from the core guys. Changing the
Names is easy, but changing the order is quite hard
to do. I fear this is a task for TYPO3 5.0 and not for
TYPO3 4.x because it would to complicated to do.
But maybe it would be cool, if this could be changed.
We need feedback from a core guy again.

Hi Jens,
We need feedback from a core guy again.
to me it looks as if we can work this out somehow. We have so many clever people at t3uxw, there we could make this work if you already have a concept and know what needs to be done, etc :-)

Is the rearrangement accepted?
I would add a patch to be included with 6.0.
In my eyes a very relevant improvement for the new major version.
