having an extension, which is not activated in EM, can show the update from TER button.
If you hit this button the wheel spins forever, updates are currently just possible if an extension is activated:
2 options:
1 - show button, but on click show a hint describing behaviour
2 - allow update of non activated extensions as if they are activated
