Description

The language override of language files is currently broken, because it only works if a localized language file already exists inside the extension or l10n directory. As this isn't usually the use-case of the language override, I consider this bug as a major one.

Steps to reproduce:
- Install LFEditor
- Remove the XClass inclusion in the ext_localconf.php
- Switch to the override mode in the LFEditor backend module
- Override the cancel constant in the LFEditor main language file e.g. in dutch
- Clear the caches
- Reload the LFEditor and switch to the "Edit file" function
- The constant isn't translated like expected.
