Events to adjust/be notified when site configuration is loaded/written

Description
Currently, the loading and writing of site configuration is hard to be extended, as no events exist to make dynamic adjustments.
Events would provide a possibility to react to changes in the site configuration, dynamically load configuration values from additional places and even be able to extend the GUI.
