Respect conditions in TSConfig

Description

Conditions made in TSConfig are ignored when initializing frontend editing. So ist not possible to disable it (e.g. for workspace preview) by conditions.
Maybe there is another way to get the needed TSConfig settings than using t3lib_BEfunc::getModTSconfig() (i did not dig deeper into that).
