Make Help module invisible

Description
Right now the Help module always show up.
We should make it selectable in BE Access Rights.
There's an extension taking care of this at TS level:
http://typo3.org/extensions/repository/view/nwt_modulecleaner/0.0.2/
So is this something to put right into standard Access rights or let it be set only by using some TS like the extension modulecleaner ?

The item should be added to the box "Access rights" > "Modules" (see screenshot), so that it can be deactivated, too.
Please also take care to put the whole Module "Help" in this list too, so that it won't remain (being empty and therefore unusable), if no item is in it.

Should be solved with issue 12179.
So this one has become obsolete and you can close the issue here.
