Selection "All languages" will switch back to default language when switching pages

Description

The behaviour changes between v10 and v11.

If you want to see all languages side by side, the selection changes when you switch to another page (without translation) and then back to a page with translations. I would expect for the selection "All languages" to be remembered.

Impact

Due to the change, the translation page with translation records may now be less visible. Because you have to actively switch to "All languages" and do this again (if you were previously on a page which has no translations). In my experience, the translated records are often already being overlooked / neglected before this change.

Reproduce

In the backend, page module

1. Go to a page with translations, in the top select boxes, select "Languages" and "All languages". The pages with languages are displayed side by side
2. Switch to another page without translatsions
3. Switch back to the page with translations

Expected result: Selection "All lanuguages" should be active

Actual result: "English" (default language) is selected

The selection "Languages" is remembered, but not the selection "All languages".
