TYPO3 Active Contributors Meetups (T3DD/T3CON) - Ernesto Baschny

Provide an umbrella budget for covering travel and lodging expenses to enable active contributors to the TYPO3 Core projects and related sub-teams to meet up at two events per year, namely:
TYPO3 Developer Days (T3DD)
TYPO3 Conference (T3CON) – Germany
As usual, the core team meets up in a grant meeting (joint v4/v6/Phoenix meeting) before and during these two events. In addition to the core team members, prominent active contributors from other teams (i.e. Usability team, Security Team, Documentation Team or just active non-members) have been invited to join these meetings.
Up until now (for the last years) these costs have been covered and handled separately by each individual participating team. The idea for 2013 is to have this generic budget which would cover for at most „30 participants“: roughly 20 for the v4/v6 team and 10 for the Phoenix-Team.
Traditionally the T3CON has attracted less developers due to being more costly, but it came to our attention that:
a) the T3CON falls shortly before a major release, which is a good opportunity to have a core team meeting
b) the T3CON becomes more attractive to all other visitors if more „active contributors“ from the community are present.
c) the T3CON offers a platform for active contributors to get in touch with „end users“ and „customers“ to discuss in real live the needs and wishes for a TYPO3 of the future, broadening the horizon of our fellow developers.
For these reasons we want to make sure the financial barrier gets lowered for these invited contributors by financing part of the T3CON entry fee (€500).

This budget complements our TYPO3 Core budget (http://forge.typo3.org/boards/15/topics/51) and was previously included there. Now this is a separate budget and includes not only the v4-core team but also Phoenix Team and related active contributors.

Well - to me it does not make too much sense when the T3A pays money for the core developers to have them pay tickets for a conference held by the T3A.

This way we will just move money from one budget year to the other without a real return on investment.
It will just prettify the gross income of the next budget year.

Why not just invite those people without having to pay for a ticket?
At least for this budget year this would mean the same result for active contributor's meetup but more money for the other projects.

@Joey: I discussed that with Sandra Krieg on the dev days to...

Basically: if we do not shift budgets arounds we won't ever have a clear overview of what costs us how much.

Therefore this is nothing bad - on paper it would have been done anyhow for accountring reasons...

Good point, but this is at least to my knowledge what we (core team) have been asking for years now but it doesn't seem to be so easy. It would also ease up the process of people having to invoice the T3A and actual "money" flowing. I would really appreciate if we could do it this way!

But any way or the other, this budget would just mark this financial support we are getting! We need it to stay independent from the T3DD/T3CON budget itself.

If we get it granted, we might as well of course discuss with the T3A and the event organizers the tecnical solution for acchieving it - which might be indeed "0€ coupons" for the designated guests (and the actual money only flowing from one budget to the other internally). That would be my preferred solution too.

Ok, so everyone, including me thinks the idee with shifting money around is ***
So lets stop it. As far as I know, this year are only a few people from the Core team at the Con. So what happend then to the budget?

I think coupons are the best idea, and for the conference its either no sucess if they earned 15.000 € from the CoreDeveloper.

This is not a problem to be solved in the scope of this particular application. This application is strictly if you are for inviting active contributors or not. If it won't be approved, active contributors won't get financed (or invited) to the T3CON. Period.

The "Buchhalterische" solution for this is something the T3CON or the "shop system" or someone else has to solve. The money needs to come from some place (income to the T3CON), and this can be either individuals paying for their tickets and reimbursing later from this budget (current solution) or coming directly from this budget (Umbuchung - our preferred solution).

But: Regardless on how this is solved, this budget is needed for this purpose! So please stop making it sound as if this budget is not needed at all. The T3CON won't "arbitrarily invite people" directly, as this would be utterly intransparent and... arbitrary! The only transparent way is to have approved budgets (like this one, and the EAB one) which the T3A members agree on.

As far as I know, this year are only a few people from the Core team at the Con. So what happend then to the budget?

There was no budget for this until now. This application is new in 2013 and will try to solve exactly that problem: too little active contributors present at the T3CON.

Another Question, did we really need 200 € travelling cost?

This is our current rough average for traveling to a central location in GERMANY. Consider people coming from overseas (USA), some needing to fly in (european non Germany), and a train ticket that might cost as much as €200 (two way, i.e. from Kiel to Stuttgart).

So this is based on our core team member average, depending on the location it will of course vary a little. What would be your proposed average?
