It seems better to have a flexible add-on on the current travel and meeting costs for all boards, or a flexible 10% OPEX for all.

If you just state that the EAB need 5k for unforeseen travel and meeting costs, that seems to me that you are not able to cope with the current budget.

So, what situation in the past gives the reason that this budget is needed?

The budget was made for meeting budget recipients in the case that online meeting would not be sufficient. See other years:

In 2014 it was budget for Travel costs for the budget meeting and travel costs for coordination meetings with funded teams if needed.
Also we want to improve the budget process tools and fund this with acknowledgements. This is a clear goal to spend money on. If you ask for specific budget, you can not come up with something like unforeseen travel and meeting costs. Be clear what the goal is. You must know after 3 years if it is needed, and for what.

Agree with you Ric, but this is not (no longer) my budget application... :-)

This is a relatively small budget for the EAB for unforeseen travel and meeting expenses. As a strategic body of the T3A, we need the flexibility to travel and meet budget owners or to meet as EAB to make strategic decisions.

To make an example, in 2014 I went to Kolbermoor to discuss the budget of the Neos code sprint with the budget owner. Since it was a relatively high expense for the T3A, I was glad I was able to make that trip and discuss the budget face-to-face. As a result, I was able to inform the BCC and the Board accurately about the situation.
