Link from the constant editor to the site setting editor

Description
If a site has no typoscript record but only site sets and these have settings I would add a link from the constant editor to the site settings module.
Also change the text to hint at the site settings:
The site configuration 'sitepackage' has one or more dependencies on site sets. The TypoScript definitions can be edited on the file system.
