Auto-discover record preview templates does not seem to work

Description

with https://review.typo3.org/c/Packages/TYPO3.CMS/+/86032 the auto discovery of preview templates for content elements was introduced.

I tried this out with https://github.com/TYPO3-Documentation/blog_example/tree/feature/preview

If I only define the path the custom template seems not to be used.

When I additionally define:
mod.web_layout.tt_content.preview.header = EXT:blog_example/Resources/Private/Templates/Backend/Preview/Content/Header.html

I get the following error on displaying the content element "header" in the backend.

Error while rendering FluidTemplate preview using /vendor/t3docs/blog-example/Resources/Private/Templates/Backend/Preview/Content/Header.html
The Fluid template files "" could not be loaded.
