Actual behavior:
In draft mode, when the "ignore start and endtime" checkbox in the admin panel is checked, content elements with a start and end time set are still not displayed.
Expected behavior:
In draft mode, when the "ignore start and endtime" checkbox in the admin panel is checked, content elements with a start and end time set should be displayed.

I think that's identical to #96778 which has a pending patch but is tricky to get right.
