No site found when the request url contains an encoded accent

TYPO3 13.4.5-dev
Given an instance with the "styleguide" extension and an imported site with the base url 'http://typo3.cms.ddev.site/styleguide-demo-1/'
If a page url is requested with a %e8 (encoded è), the site is not found:
- http://typo3.cms.ddev.site/styleguide-demo-1/foo%e8bar : 404, reason "site not found"
- http://typo3.cms.ddev.site/styleguide-demo-1/foo-bar : 404, reason "Page not found"
The 404 is okay in both cases, but the first will not trigger the 404 handler configured on the site, because not site is found.
I would expect that both cases trigger a "Page not found" and trigger the 404 handler configured on the site.
