Add alias for root package

Description
In order to allow TYPO3 code and configuration to reference
resources in the root package, without specifying it's name,
aliases are now introduced.
This means the root package can be refereced as "root" or "typo3/root"
e.g. "EXT:root/resources/templates/Page.html"
