Description
I have a siteconfig with 3 languages (id:language): 0:de, 1:en and 3:cs (Czech)
Steps to reproduce:
1. Create a blank page for German and after that localize the page to English and Czech.
2. On the German page create a Text&Media element.
3. Localize the content element to English and Czech.
On the Czech column there is still the translate button but there are no unlocalized elements.
In step 3 of the localization process you'll see an empty window with no elements and after that a spinner which does not end.
The only way to cancel the process is to reload the backend.
Tested in TYPO3 12.2.28 with PHP 8.2.28
