openRequire metadata completion before using image files

Description
As a lead editor, I want to encourage all editors to fill in the required metadata fields for images
to ensure consistent quality and legal requirements within my TYPO3 instance.
Background
Editors may upload image files in various places, and integrators can even configure TCA fields as required. However, there is currently no workflow that prevents editors from using images on the website without filling in those required fields. The requirement is only enforced when editors explicitly open the metadata form and attempt to save it.
However, lead editors often want to ensure a certain quality level for all images—for example, “All images must have an alternative text”—or to meet legal requirements such as “All images must have a filled-in copyright field before they can be used.”
Currently, integrators must build additional tools to help lead editors identify images with missing metadata, initiating a manual review process. Alternatively, they can implement the TYPO3 workflow module that require lead editors to check all content before publication. This is very time-consuming for them.
Having a workflow that requires editors to review and complete required metadata fields before an image can be even be used would significantly reduce the manual effort and improve quality control.

Are you willing/trying to provide a patch? In that case you don't need a new issue, but can relate the patch to the existing 103418
