Workspaces module cannot send single item back to the previous stage

Description
It is not possible to send back a single item to the previous stage, e.g. from "Ready to publish" to "Editing". This bug also happens in version 14.
It works when selecting the record via the checkbox and choosing Send to stage "Editing" in the dropdown above the table, the bug only occurs when clicking on the title of the record in the table.
- Switch to a workspace and create/edit a record (e.g. a content element)
- In the workspaces module, select the edited record and send it to "Ready to publish".
- Select the record again, this time select Send to stage "Editing"
- Press Ok and nothing happens
