Disturbing overlay when closing feuser edit window

Description

If I edit an feuser in the backend and I want to close the editing window (abort the editing), the overlay (modal-backdrop) has the wrong z-index and the modal, that appears is not clickable. In v12 I have to reload the page, in v13 it's possible to use ESC to get back.

This bug only occurs when editing a user. Other editing windows are working fine, incl. user group.
