[BE][adminOnly]=1 - after (blocked) login as editor, you can't login as admin anymore

Description

Set: [BE][adminOnly] = 1

try to login as editor - you get the message, that TYPO3 was shutdown for maintanance - nice so far.

But you cant login anymore because you will not get the login-mask again.

You have to delete the backend-cookie to be able to login as admin.

Confirmed and still occurs with TYPO3 4.3
