tickets without authors can't be closed
I would like to close #15122 because TCA has been refactored but I get an error "Author can't be blank".
so what can we do here with tickets without author?

- Status changed from New to Resolved
- Assignee set to Steffen Gebert
- % Done changed from 0 to 100
All the issues of
masi had as owner the id 30403, which did not exist (anymore). Corrected it to his id 399 in all tables (see #32844 for the SQL snippet).
