Description
The error message:
"TYPO3\CMS\Core\Localization\Parser\LocallangXmlParser" cannot be found or is an empty
was shown when I logged in with a user. Right before I logged in with that user i changed his backend language to german via the "Backend Users" admin tool.
To be able to get back into the backend i needed to delete the whole typo3temp/ folder.
After that i had to change the backend language back to english.
Then i set the backend language to german as the user and it worked.

This might just have been a cache issue. Are you able to reproduce this?

Sorry for the late answer.
Yes I'm able to reproduce it. It happens quite often when I'm trying to log in.
I need to delete the whole content from the typo3temp folder to avoid that fatal error.
