Description
Given I have manually downloaded an extension to typo3conf/ext/$extensionName (eg. using Git or SVN)
and I want to install it using "php typo3/cli_dispatch.phpsh extbase extension:install $extensionName"
there is an error: 'Package "$extensionName" is not available. Please check if the package exists and that the package key is correct (package keys are case sensitive).'
As it seems, the list of availble extensions is not updated before attempting the install through CLI.
