Almost impossible to change pagetree width, because splitbar click target only 1px wide

Description

The space to change the width of the pagetree is 10px wide.

But in Internet Explorer or Firefox only 1 of those pixels can change the width of the frame.
It works fine in Chrome.

This also happens in the filelist module.

See attached screenshot, where the cursor is exactly positioned to change the width.
Move the cursor one pixel to the right or left, and dragging the frameborder to the right or left doesn't change the frame width,
even if the cursor suggests otherwise.

Tested on our TYPO3 4.7 (I don't expect a patch for 4.7, of course) and the official demo installation (http://introduction.typo3cms.demo.typo3.org/typo3/), which runs on 6.1.7.
