Fields of type group internal_type file_reference are not converted to sys_file relations on upgrade

Description

The Upgrade wizard should have a step to convert fields of type "group"
internal_type "file_reference" to relations to sys_file records, otherwise the
files in file list does not point to the fields where the file is used, because the
references in the ReferenceIndex are not correct.
