Description

The first point in System is now Access?

The "Access" for pages belongs to WEB > Pages and
therefor should stay in
WEB > Access

For me it looks like a bug
and not a new feature ;-)

Not a bug.
This was done by intention - it is now grouped with the user administration and will be developed further to merge with it.

As Christian wrote. There is no technical limitiation anymore, that requires modules with a pagetree to the Web Main Module. Access is a Admin/System Task and therefor belongs where it landed now.
