Remove $TYPO3_CONF_VARS['SYS']['useCachingFramework'] from LocalConfiguration in SilentUpgradeWizard

Description

useCachingFramework was removed in 4.6 or 4.7 or so and is an obsolete setting in LocalConfiguration. It should be added to silent upgrade wizard to get rid of it. Since it may be possible that some extension still uses this parameter, I'd suggest to fix this in master only to not break 6.2 by any chance.

tbh I don't get this one.
You want to remove the parameter in LocalConfiguration.php if it exists?
Because right now we only have it in the ChangeLog and some outdated documentation :)
