When removing items from a SelectElement (using fieldTSConfig,explicitAllow/Deny) dividers without items are rendered.
Attached patch fixes the problem.

Is this only a 7 issue or also 6.2?

6.2 does not show dividers in select drop-downs, so it's not a problem.

I'll try to push the patch to the review system as soon as I can.
