Make behaviour in EXT:beuser BackendUserController more consistent

Description
Hi,
in order to make the behaviour more consistent, I would suggest the following changes:- Move action icons next to username
- Order Icons (edit, hide, delete) (info, switch to user)
- Change button from "+ Compare" to "- Compare" if the user is selected; change link to unselect a selected user
- Change icon in compare list for the avoidance of doubt (recycler as delete icon)
- Change edit icon to list view standard
- Show text from description column
- Move search box to top

Problems are partly solved with other patches.
Problems left:
-Show text from description column
-Move search box to top
This would be better to solve with streamlining of items (e.g. search).
