extension manager auto updates flux to false incompatible 7.4 version

Description
I have:
typo 6.2.26
fluidcontent 4.3.3 excludeFromUpdates
flux 7.2.3 excludeFromUpdates
fluidpages 3.3.1 excludeFromUpdates
I activate flux, it activates as 7.2.3 with no problem
Next I activate either fluidcontent or fluidpages and flux is upgraded to incompatible flux 7.4 and from there trying to install the other (fluidcontent of fluidpages) brings up the incompatible version error on flux.
I have even set the three extensions to excludeFromUpdates state in ext_emconf without positive result.
Other things tried: disabling internet access: brings up error that repository can not be reached. How would one go now in an installation (i.e. intranet) without internet access?

This problem should be fixed with patch https://review.typo3.org/50437/ which was included in TYPO3 6.2.28
