use setLocale functionality from phpunit instead the native language command

Description
phpunit comes with a backup functionality for locales. In core unit tests we use the native PHP command to fiddle with locales and take care of restoring the original state manually in tearDown.
It might be a good idea to rely on the testing framework for this functionality instead using manual solutions.
