The core should provide a command to clear the cache via CLI.

This was discussed already years ago (#55035) but never found its way to the core, so let us tackle this now.

As a "cache flush for the poor" TYPO3 core-only you can use this as a composer command:

"typo3:flush": [
            "typo3 extension:activate -n impexp",
            "typo3 extension:deactivate -n impexp" 
        ]

this of course does not solve the "golden hammer" problems discussed in the patch, but it well does flush the cache.
