Empty hreflang in site language leads to wrong hreflang tags

Description
Even though the hreflang value of a site language is a required field there are usecases where this value is empty, e.g. if the config is edited manually.
However this leads to the situation that a wrong hreflang is created with hreflang set to en-US.
It is better to skip rendering those false positives
