Hide form manager list pagination if there is only one page

Description
The pagination widget in the form management list adds clutter (and no useful functionality) when there is only one page of results. Hiding this would simplify the UI on sites with a small number of forms. I've highlighted these in yellow in the screenshot).
The pagination does include a refresh button, but this function is already in the upper right of the interface (in green in the screenshot).
