Description

On navigating to any admin tools module I get an exception - obviously some changes is going to be written automatically...

typo3conf/system/settings.php is not writable.

  • having config files read-only is actually not a bad thing
  • the admin tools should show a warning/notification that changes could not be written (or refuse from writing changes automatically)

If the file is not writable (and no automatic changes / migrations are to be written) the notification is displayed already.

We probably need to catch this in the case automatic migration of config is done.
