Remove deprecated and unused TypoScript setting showForgotPasswordLink

Description
The showForgotPasswordLink setting in ext:felogin has never been used in fluid templates and has only been kept for backward compatibility reasons. It has been forgotten to be removed in TYPO3 v12, so it should now be removed in v13.
