Description

Contextual help tooltip often gets in the way of the field it is supposed to provide help for.

Since the field is usually either on the right side or below the label, I propose to position the tooltip above the label (when viewport space allows) so that it does not display over the field.

Attached follow-up patch:
1. pushes the anchor slightly to the left in order to align it with the help icon of doc headers
2. positions the tip box closer to the target element when the anchor is on the bottom side of the box.
