closedPage Type External URL does not work (sometimes)

Description
Here is the scenario:
Had a webpage with page type "standard" which should now lead to a new URL (using 301 Redirect). So i thought to just change the page type to "External URL" and point to the new URL.
The problem is: when someone uses the old URL he is sometimes redirected to the new one but sometimes not. Could this be a bug?
(in my opinion it should per default be a 301 redirect by the way, not a 302...)

There is a thing I don't understand: why you changed the page to "external url"? as far as I have always known, the "external url" is used when you want to link something that is outside your site (www.microsoft.com... www.apple.com...etc.)
Plus: do you use realUrl?
