Referencing files in Frontend is not possible

Description
Create file_reference is only possible using tce.
It would be good to refactor the sanity checks and automatic updates from tce into a factory-method, which could be used without a backend login..

Could you elaborate a bit more on what you are trying to achieve? Using Extbase?
